Description of problem:
With unbound enabled, I cannot connect to VPN. Gateway is configured as IP address of server, so there should not be any resolution prior to connecting. I am attaching output from /var/log/messages from two connection attempts: one unsuccessful with unbound running, the second one successful with unbound stopped.

1. Run unbound and try to connect to VPN with libreswan

NetworkManager does not configure or communicate with unbound. AFAIK the
libreswan does the reconfiguration of unbound on connecting/disconnecting
and from logs it fails.

Moving to libreswan.

It seems the first negotiation just stops at the xauth username/password? Are you sure this is related to unbound at all? this is in the middle of the IKE negotiation. It looks like it was waiting on your password input?

Can you change /etc/ipsec.conf and add to 'config setup'

plutodebug=all
plutostderrlog=/tmp/pluto.log

then restart: systemctl restart ipsec.service

I observed this issue when unbound was running and when stopped everything was fine.

Anyway, I reinstalled everything from scratch, purged config files and I cannot reproduce this anymore. Please closed this as NOTABUG.

Alright, unbound has nothing with this - I can reproduce this with SELinux in permissive mode. When back in enforcing, I can connect to VPN. Attaching SELinux logs (dontaudit rules disabled) and pluto logs for both cases.

this looks like the same SElinux issue we had in the past, that the updown script running 'pidof unbound' is getting blocked by SElinux.
