Seems to be due to cell borders to be painted, when scrolling down as soon as row 866 (one row below the bottom row where borders are applied) enters the screen, scrolling works more fluently. When scrolling up, as soon as row 865 enters the screen from the top scrolling slows down.

I previously thought so, but then removing all borders did not help, though clearing all direct formatting helped much. Clearing only all conditional formatting also helped. Apparently that is the culprit. Menu Format -> Conditional Formatting -> Manage, select all and click Remove, OK. They only apply to columns X to NY that are empty anyway. Btw, even slow in old OOo3.3.0
