Description of problem:

Quota daemon does not load io-stats translator as of today. This means that configuring the older and newer logging related options (a subset of options which match the pattern diagnostics.client-*) will have no effect on quotad alone.

How reproducible:
Always.

Steps to Reproduce:
1. Create a volume and start it.
2. Enable quota on it (this is to launch quota daemon).
3. Set the option diagnostics.client-log-level on this volume to TRACE (say).
4. Perform operations that would cause quotad to log few messages.
5. Check quotad's log file.

Actual results:
Quotad would continue to be logging messages at and above INFO. There will be no log messages in TRACE level.

Expected results:
The log messages must be logged from TRACE all the way up, the moment diagnostics.client-log-level is set to TRACE.
