Description of problem:
If you are creating a Crypto key and don't upload a file you can get an ISE.

Steps to Reproduce:
1. Systems -> Kickstarts -> GPG and SSL keys
2. create a new one
3. don't upload a file

Actual results:
Get an Internal Service Error

Expected results:
You should get a sensible error message telling you that you need to upload a file.
