v3.8.7-4 on devel server

How reproducible:
100%

Steps to Reproduce:
1.Enter a run detail page.
https://tcms-devel.app.eng.nay.redhat.com/run/72307/
2.Click 'cases--re-order' link, then change case order.
3.Clicl 'cases--Done sorting' link.

Actual results:
System go to error page.

Expected results:
System can save new order right.

Missing import django.db.transaction when gerrit merge code.

Verify the bug on v3.8.7-4 on devel server.--->Pass
Verify steps are same as description.
