Cloned from launchpad blueprint https://blueprints.launchpad.net/heat/+spec/support-cinderclient-v2.

Description:

Now heat only supports cinderclient v1 with hard-coded by default.
The version should be able to configurable via a configuration parameter to use either cinder V1 or V2 API.
