Description of problem:
Puppet installation of 'Controller (Neutron)' hostgroup results in a dependency cycle. Error is:

Error: Could not apply complete catalog: Found 1 dependency cycle:
(Ceilometer_config[database/connection] => Class[Ceilometer::Db] => Class[Ceilometer::Api] => Package[ceilometer-api] => Ceilometer_config[database/connection])

How reproducible:
Every time

Steps to Reproduce:
1. Install foreman.
2. Add node to 'Controller (Neutron)' hostgroup
3. puppet agent -tv

Actual results:
Fails with above error

Expected results:
No dependency cycle

This has been fixed since 2.0.2, just missed the rod BZ update, closing.
