Whether nscd shows up or not is controlled by authconfig. Ie. if you choose to "Cache Information" in authconfig or during install, nscd will show up (and start by default), otherwise it won't. It doesn't have a bugzilla component since components are for source rpm instead of binary rpms (and nscd binary rpm is created from glibc source rpm as can be seen by rpm -q --qf '%{SOURCERPM}\n' nscd ).
