Description of problem:

This feature will add a dialog or a tab to a Cluster view in the webadmin and use the information about all hosts and VMs that are running there to compute an ideal balancing situation with regards to the current cluster policy.

The service that will compute the solution has to run on a separate machine to not load the box with ovirt-engine.

oVirt 3.5 has been released and should include the fix for this issue.
