Description of problem:
There is no possibility to edit the iSCSI multipathing if the iSCSI domain is in maintenance.

Always

Steps to Reproduce:
On a shared DC with active iSCSI storage domain(s):
1. Create 2 new networks and attach them to the cluster with required check-box checked
2. Attach the networks to the cluster's hosts NICs 
3. Create a new iSCSI multipath bond (under DC tab -> pick the relevant DC -> iSCSI multipath sub-tab -> new) and add the new networks along which the targets to it
4. maintenance all the iSCSI domains in the DC
5. Try to edit the iSCSI multipath bond

Actual results:
iSCSI multipathing sub-tab under the DC disappears once all the iSCSI storage domains are in maintenance. 

When the iSCSI domains are inactive (due to miscommunication to them from the hosts), the iSCSI multipathing sub-tab remains and not disappears.

Expected results:
iSCSI sub-tab shouldn't disappear if the iSCSI domain are in maintenance in order to be able to edit them while the domains aren't operational. It should be the same as it is when the iSCSI storage domains are inactive due to miscommunication to them from the hosts.

iSCSI bond is now editable while all the iSCSI domains are in maintenance. 


Verified using rhevm-3.6.0.2-0.1.el6.noarch
