Description of problem:
A strange dotted square appears when clicking on a certain part of the
panel when there are no windows in a certain workspace.

Version-Release number of selected component (if applicable):
2.4.0-3

How reproducible:
Always

Steps to Reproduce:
1. Switch to a workspace with no open windows.
2. Click a little to the right of the workspace switcher applet, where
window descriptions usually appear.

    

Actual Results:  A square box with dotted borders will appear on the
panel.

Expected Results:  Nothing visual should happen.

Yes, that's a focus indicator for the Window List when its empty. Its
difficult to know how this could be fixed to look less silly since
Section 508 (US accessibility requirements) state that an indication
of where the current focus lies must always be visible.
