Build fine on Rawhide and looks good to me. Just fix the version in your last entry in %changelong, it should be 4.99.0-1 at the end of line and license should be LGPLv2+ and BSD (in examples). Those are minor fixes, so it can be simply done before import.
Also it's not necessary to install INSTALL documentation file.
