check-bz-available-URM: Rawhide can updated to optparse-applicative-0.8.1 according to the current cblrepo data in haskell-sig.git.

It would require rebuilding:
optparse-applicative

Adding optparse-applicative 0.9.0 would break:
  hjsmin : optparse-applicative >=0.7 && <0.9
