Looks like a left-over filter when leaving the keyboard panel and the window manager changes (such as gnome-shell crashing).

I installed control-center-3.8.6-17.el7.x86_64.rpm in a (otherwise clean) el7 VM and couldn't reproduce. Do you have a system/VM where you can reproduce that I can use to investigate this?
