Thanks for the info. I started looking at this today, and as a result I started looking at updating all of wtp chain to a newer version. Since webtools packages are now built with maven/tycho upstream rather than pdebuild, I've started working on a single eclipse-webtools package that will have many subpackages since this seems to map closer to upstream releng process, and will be much easier for us to maintain. I'm not sure how long that will take, or how long I'll be able to spend at it this week. When I get a chance to do some more with it, I'll make a call on whether I'd be better off to just fix this issue in-place first, then worry about the restructuring later (might be preferable than leaving this open longer).
