Description of problem:
DSLR Editor has a left-hand side support panel allowing to add facts, fields and DSL sentences to the text frame by clicking them. When there is a greater number of facts in the project you have to scroll down to DSL sentences. The editor content moves but the toolbar with file name and action buttons (Save, Delete, etc.) has a fixed position and is expected to be always visible. After clicking a DSL sentence, the toolbar disappears. Scrolling to the topmost border of the editor content doesn't fix it, the toolbar appears to be inaccessible by usual means.

How reproducible:
- Always reproducible in maximized browser window provided there is a sufficient number of fact types (15 should be enough).

- Also reproducible in mortgages project having 4 facts without adding additional fact types. To reproduce it is necessary to unmaximize browser window and decrease its height.

Please experiment with the browser window height or add more fact types.

Steps to Reproduce:
Precondition: project contains a DSL definition with some when/then sentences (mortgages can be used).
1. Create new DRL file, check "Use Domain Specific Language (DSL)" option.
2. Click the last DSL sentence.

Actual results:
DSLR Editor toolbar disappears.

Expected results:
The toolbar should be always visible.

Additional info:
Workaround: Maximize the web browser window (unmaximizing it first if it is already maximized). This will reset the toolbar position and make it visible again.
