Description of problem:
When adding new host after the host installation finished, ovirt-engine should create ovirt-engine bridge on the host and it fails.

The regression caused as part of fix Bug 1085838 where the 'defaultRoute' property is being delivered to hosts with 3.4 cluster version support and above.
In order to resolve the supported cluster versions, there is a need to activate the host or to complete its installation (data retrieved from 'getCapabilities').
However in new host installation this property doesn't exist on the engine which causes the 'setup networks' command to fail.
