Description of problem:
Currently Publican forces validation when packaging, this breaks DocBook5 as libxml2 can not validate DocBooks because:

1: libxml2 can not validate schematron rules[A] so relaxNG validation fails
2: The DocBook 5 DTD is not reliable and can not be used

For these reasons validation of DocBook5 should be disabled A.S.A.P.

Added code to display message that validation is ignored. Commented out code that exited program.
