Thanks for a bug report. Is this 3.12.x evolution, or 3.10.x? I think of bug #1063216, for which fix landed for 3.10.5 and 3.12.0. I also imported your message into message to one of my On This Computer folders and it is loaded without that glitch in the attachment bar "description". I recall I saw it too in the past, few times, with some messages, but not 100% reproducible like in your video.

I see, thanks for the update. I will try to reproduce more then, or we'll wait for 3.14.x (far far away), which may use webkit2, with related parts rewritten. As this is a minor issue, I'd say it can wait.
