Description of problem:
as subject.

Version-Release number of selected component (if applicable):
v3.8.8-1 on devel server.

How reproducible:
100%

Steps to Reproduce:
1.There is a plan with tag1 and tag2.
2.Enter advance search page.
3.Input the 2 tags into keyword form which separate by comma, like 'tag1,tag2', click 'search plan' btn.
4.Check the search result.

Actual results:
The result list display the duplicate plan.

Expected results:
The result list display this plan once.
