Description of problem:
When collecting the sosreport on a system that have the LOCALE set to another language than english, it will collect the outputs in the native language.
Many tools rely on the English language to perform some analysis and it's difficult to read non English outputs.

Always

Steps to Reproduce:
1. Run sosreport on a system with different language set
2. Examine the outputs (for example chkconfig)


Actual results:
The set language will be used to collect the outputs

Expected results:
All the outputs should be in english
