In the previous release, server group commands were not included in python-novaclient, and nova secgroup-* commands were not available. Server group commands have now been backported, so that nova secgroup-* commands are now supported.

Description of problem:

python-novaclient currently packages the latest upstream tag, 2.17.0, which does not include the server group commands that were added relatively recently.

Ideally a new upstream client tag should be created encompassing these changes and be packaged accordingly.

We also need to pick up the fix for Bug # 1072953 so I think we should push for a new tag/rebase.

I backported the server group support for both RHEL 7 and RHEL 6 packages.
