Description of problem:
When creating a content view on rhel-6-server-rpms, using an Errata by Date and Type filter results in packages that never had errata being missing from the published view.

Steps to Reproduce:
1. Create a content view
2. Add the RHEL6 Server product/repos
3. Create an Errata by Date & Type filter for "19-November-2013"
4. Publish and promote it
5. Do a content search or a "yum info" on compat-readline5

Actual results:
The package is not in the promoted/published repo.

Expected results:
The package should be there.

compat-readline5 was introduced in EL6 and never had any updates, therefore there are no errata related to it.

It appears that only packages that had some kind of errata at least once are included when using this date filter.

I think what we need to be doing is something like:

- When a user creates an "Errata by Date & Type" filter and sets a date
  - We should include all packages' errata before that date
  - We should include all packages with no errata in the repo

This was delivered with 6.0.3, which is the Satellite 6 Beta.
