Description of problem:
I can create activation-key without selecting the CV from the new activation-key form.

If I select 'Library' (and when no CV was published), UI automatically selects the "default content-view".

However, in this case, I created a env "dev" and promoted a CV to it, but while creating activation key, I selected 'dev" env and didn't slected the CV, and key was created successfully.

Steps to Reproduce:
1. create a env "dev" : "library" --> "dev"
2. create a CV and promote it to dev
3. go to activation-key page --> select "dev" env and don't choose anything. Just save the form

Actual results:
can create activation-key without selecting the CV

Expected results:
It shouldn't be allowed to create ak without CV.

set to ? to ensure that it is properly evaluated for this release.

Since you can combine multiple activation keys, when you create keys you do not need to select content views.
