Description of problem:
The .po file in TX (open to translation) issued from Tools.xml is not ready.
In Tools.xml from line 791 to 979, and from 1026 to 1042, the Docbook tags are missing. So the translating work of the very long matching sentences in the .po file is useless.

1) I never finished that file and it is not (or wasn't when I last worked on it) included in the doc. So, it should not be translated.

2) I am reassigning this to Martin.

FreeIPA upstream project no longer actively maintains an upstream guide (details in www.freeipa.org/page/Upstream_User_Guide). The only actively maintained user information is therefore upstream community wiki (FreeIPA.org) and RHEL downstream user guides (http://www.freeipa.org/page/Documentation#User_Guides).
