[advance search]If a case has jira_id which contains Chinese character, user can not expand case detail in advance search result page

Description of problem:
as subject.

Version-Release number of selected component (if applicable):
v3.8.8-1 on devel server.

How reproducible:
100%

Steps to Reproduce:
1.There is a case with issue_id '中文测试'.
2.Enter advance search page.
3.Input case_id to search this case.
4.In search result page, click expand icon to expand the case detail.

Actual results:
system get 500 error.

Expected results:
system can expand the case detail.

Additional info:
The above issue also happened in search case page which can enter by click 'Testing-search cases' link.
