Description of problem:
auto-ignored resource with missing status has green icon (UP) in ignored resources list

Version-Release number of selected component (if applicable):
rhq 4.12 master

How reproducible:
1 from 2

Steps to Reproduce:
1. install war app to eap server
2. undeploy app from jboss-ctl
3. switch Administration -> Configuration -> Missing Resource Policy for EAP Deployment resources as Ignore.

Actual results:
missing application is moved to ignored resource list
missing (not available) resource is shown as UP in ignored list

Expected results:
missing application is moved to ignored resource list
missing (not available) resource is shown as DOWN in ignored list OR availability of ignores resources is not visible
