Sleep patch for watchdog.c

Description of problem:
The watchdog daemon only goes to sleep for half of the interval specified in /etc/watchdog.conf when no test binary has been specified.

How reproducible:
100%

Steps to Reproduce:
1. Specify a value for the Interval variable in /etc/watchdog.conf
2. Start the watchdog daemon and run 'watchdog -v' for verbose output
3. View the logs in /var/log/messages

Actual results:
The watchdog daemon is only reported as having slept for half the specified interval.

Expected results:
The watchdog daemon sleeps for the full interval.

Additional info:
This is an issue with the watchdog daemon itself that was introduced by a patch in the same package. This patch causes the test binary check to exit if no test binary has been specified, which in turn prevents the portion of the sleep interval specified in the test binary section from running.

After some testing, I have created a patch for watchdog.c that resolves this issue by checking if tbinary is null and adjusting the sleep timer accordingly. This patch can be added to the spec file as is and accounts for the changes implemented by the patches before it.

Because this issue is present in every version after the version noted here up until that used for RHEL7, including upstream, it may need to be ported forward as well.

Solution proposed in patch is applicable only to RHEL-6 version of watchdog.

In watchdog-5.13 (RHEL-7 version) is this issue solved by usleep function.
