apr-api-docs-1.5.1-1.fc20 has been submitted as an update for Fedora 20. https://admin.fedoraproject.org/updates/apr-api-docs-1.5.1-1.fc20
so this does not under any circumstances need a updated fedora 20 build, your updated rawhide build still failed to build. by pushing this update you will end up masking the issue. which is that the package fails to build from source in rawhide.

Don't worry - I am aware of that. The F20 build finished sooner, so my evil plan involved killing two birds with one stone. Getting that second stone today...
The difference is doxygen 1.8.7 (which only exists in F21). For whatever reason, it is not generating html files. Still trying to find out why...
OK, so I just forced it for now, by adding GENERATE_HTML=YES to the doxygen.conf file. There is something not quite right with new doxygen package. That is what should be fixed.
