Description of problem:

The package consistency test between 'package manifest' and 'repo metadata' FAILED for the repo 'rhel-6-server-sam-rpms'

Steps to Reproduce:

1. Config /etc/rhsm/rhsm.conf
hostname = subscription.rhn.stage.redhat.com
baseurl= https://cdn.qa.redhat.com

2. Register and subscribe 
# subscription-manager register --username=stage_test_12 --password='redhat'
The system has been registered with ID: 94b6b8bc-365d-40ad-9819-752b5e723af6
# subscription-manager attach --pool=8a99f9834369692101436acd1e4b0b34
Successfully attached a subscription for: Red Hat Enterprise Linux Server, Premium (8 sockets) (Up to 4 guests)

Duplicate with https://bugzilla.redhat.com/show_bug.cgi?id=1106499 maybe due to  network issue,so I was monitoring 1106499 the other day, but since this one got ACK flags,so verify this bug and mark Bug 1106499 as duplicate. thanks!

Clsoing out all VERIFIED 1.4 bugs since 1.4 has been released.
