Thanks for a bug report. StartTLS is not the same as SSL. If you need port 993, then use SSL instead. That's what I have and it works as expected. Regarding the error itself, that is fixed in evolution-data-server-3.12.3, which is part of rawhide since yesterday (and possibly also gnome-3-12 COPR repository).
