Seem no this function and field ?

ipa user-mod user_name --employeenumber ...etc and no Web UI field ..etc

This request is already fixed in upstream FreeIPA project. Please refer to the linked ticket for additional details and related commits.

verified using ipa-server-4.1.0-16.el7.x86_64
UI now allows adding emp number for a user

Verified UI and CLI allow adding info about user for employeenumber, employeetype, preferredlanguage and departmentnumber 

cli  has:
# ipa help user-mod

  --departmentnumber=STR
                        Department Number
  --employeenumber=STR  Employee Number
  --employeetype=STR    Employee Type
  --preferredlanguage=STR
                        Preferred Language
