Description of problem: rsyslog7 (used by OpenShift Enterprise) isn't able to use inotify to monitor /var/lib/openshift for gear deletions.

Steps to Reproduce:
1. Install rsyslog7 RPMs that include my patch to fix bug #1096155
2. Configure rsyslog7 to log OpenShift gear output
3. Create an OpenShift app
4. Delete the app
