Description of problem:

I will attach my answer file, and logs.

When I attempted to install a 3 node (controller, 2 compute) config that using nova networking and RHS for cinder it fail.

Error: Duplicate declaration: Cinder_config[DEFAULT/volume_backend_name] is already declared in file /var/tmp/packstack/c37e06fc3b5c4e5d81d34518ff6ba1d2/modules/cinder/manifests/backend/iscsi.pp:24; cannot redeclare at /var/tmp/packstack/c37e06fc3b5c4e5d81d34518ff6ba1d2/modules/cinder/manifests/backend/glusterfs.pp:65 on node ospha1.cloud.lab.eng.bos.redhat.com

The files from above link are not accessible: 
Getting a 403 - Forbidden 
You don't have permission to access /pub/tmp/cinderbz/10.19.139.31_cinder.pp.log on this server.

Can you please try again with Bugzilla attachments or maybe pastebin?

I've been trying to look at the log as well and cannot access them. 
can you please give some more information? 
was this setup installed with other backend for cinder or is it a new installation? 
can you attach the answer file you are using (you can remove the ip's and so on) - we can try to run the same file ourselves. 

can you disable iptables and selinux before running packstack?
