When overwriting an existing spec, topics that are already referenced by the spec are either updated, reused, or new topics created.

Right now files and images are reused regardless of whether or not they are referenced in the existing spec. This should be addressed so only images or files referenced in the existing spec can be reused when overwriting the spec.
