Previously, when a user extended an existing Block Storage (cinder) volume, the export iSCSI target was not updated to reflect the new size. As a result, even though the underlying volume was extended, the instance could never see the new size since the target remained unchanged.
Instead of updating the target, a change has been made to only export a volume at the time of attachment. This means that a volume create followed by an extend operation is now picked up when the instance attaches the volume, and therefore the intended size can now be realized.
The extension of a volume that is already attached to an instance is a future goal.
