Always

Steps to Reproduce:
1. Create an activation key
2. Attach a manifest which has a number of different subscriptions
3. Go to Activation key -> Product Content tab

Actual results:
It takes few seconds for the page to load.

Expected results:
This may be a trouble for the new users since the page is blank for few seconds before it actually loads the data.  Implementing a page loading spinner will help the user understand that the background querying process is actually going on.

As per Comment 2, Tom is right.  The spinner was not visible for me since my firefox resolution was more than 150%.  I am able to see it now.
