Description of problem:
When creating/editing Provider URL for the new Network Provider you can provide any name for this field.
It should except only http or https starting names when pressing Test button and not when pressing "OK" button only as is today.

Steps to Reproduce:
1. Create/Edit Network Provider URL
2. Put any name not starting with http
3. Push "Test" button

Actual results:
Connection fails and Provider URL field doesn't become red

Expected results:
Provider URL field should become red when pushing Test or Ok button

oVirt 3.5 has been released and should include the fix for this issue.
