Description of problem:
When rhel-osp-installer is used to provision a machine and subscription manager is used to register the machines puppet fails to run after operating system install.

Version-Release number of selected component (if applicable):


How reproducible:
every time

Steps to Reproduce:
1. setup the foreman installer
2. execute a new deployment
3.

Actual results:
puppet fails to run
The install.post.log shows 
/tmp/ks-script-GQo035: line 59: yum-config-manager: command not found


Expected results:
puppet installed and runs properly to continue provisioning the host.


Additional info:
I think yum-utils needs to be added to the package set installed by the kick start. Though I still get this error with the package installed. Does yum-config-manager need to be executed via its absolute path?

This bug depends on https://bugzilla.redhat.com/show_bug.cgi?id=1128679.
The installer crashed.
