2. Click 'Launch Instance'
3. From 'Instance Boot Source' select 'Boot from image (create a new volume)'

There is a UX designer that I've been working with from RackSpace who has taken on a redesign effort of the Launch Instance workflow. I asked her to update the launchpad bug with an update and here is where she is at...

"This bug will be addressed by the work being done on the Launch Instance Enhancement. Lots of development is already done, we will be conducting some usability tests to validate that the design is easy to use.
