This bug is created as a clone of upstream ticket:

Allow unlocking a locked out user in FreeIPA Web UI (RFE split from #2792).

Note that the unlock only affects the FreeIPA server it is run against as the LDAP attribute used for unlocking is not replicated on purpose - this part would be solved in #3863.

Verified using ipa-server-4.1.0-16.el7.x86_64

Steps taken:
added a user, and set pwd
kinit'd as this user incorrectly 7 time,s and user got locked
In User details page, drop down Actions - Unlock to unlock this user
And user is unlocked and can kinit now
