Description of problem: If a user is not logged in, and opens a URL for a tab that requires authentication, such as document settings for a version <server>/iteration/view/my-project/1/settings/documents, the page is displayed with no tab selected, and no indication that anything has gone wrong. This could lead to confusion when opening a bookmark or sharing a URL between maintainers. Opening a URL for a tab that requires authentication should either direct the user to the login page (the current behaviour for entire pages that require authentication), or show a prominent message indicating that they must be logged in to access the tab (including a Log In button). Expected results: Message is shown indicating that the settings tab is only available to maintainers, and directing maintainers to Log In to access the settings.
