Global maintenance: Puts all hosted engine hosts to maintenance mode preventing the HA agents to cause actions interfering with the maintenance.

Local maintenance: Disables the HA agent only on the specific host. If the hosted engine VM is running on that host it's migrated to other host which is not in maintenance mode.

None: disables the maintenance mode
