Description of problem:

Version-Release number of selected component (if applicable):
v3.8.9-1 on test server

How reproducible:
sometimes.

Steps to Reproduce:
1.Enter a test plan detail page, then click edit btn to enter plan edit page.
https://tcms-test.app.eng.nay.redhat.com/plan/13571/
2.Click save btn.

Actual results:
system go to error page.

Expected results:
system save the changes successfully.

Database does not sync to the newest data after rebuild db.
