Description of problem:
in 3.5 report can be installed in separate server. Webadmin needs to be able to read reports.xml from that location via http.

How reproducible:
always

Steps to Reproduce:
1. install engine
2. install report on separate machine.

Actual results:
Right click reporting and dashboards are missing, since reports.xml is not found.

Expected results:
Webadmin need to read reports xml based on redirect url to the reports for vdc options.

The file will be available via:
< RedirectServletReportsPage for vdc_options > + '/reports.xml'
after the patch added will be merged.

The url of the reports installation needs to be taken from the redirect in vdc_options. Not from a conf file

this bug was moved to MODIFIED before vt4 build date thus moving to ON_QA.
if you belive this bug isn't in vt4, please report to rhev-integ

This bug can not be tested in vt4 yet.

this bug status was moved to MODIFIED before engine vt5 was built,
hence moving to on_qa, if this was mistake and the fix isn't in,
please contact rhev-integ
