Tested using the latest repos using rhos-release and it installed without problem, the only difference with the reporter setup is that i used the openstack-puppet-modules-2014.1-18.2.el6ost.noarch.rpm package that is not mentioned on the description of the bug.
Ivan, Looks like we used same version: [root@orange-vdse ~]# rpm -qa | grep puppet openstack-puppet-modules-2014.1-18.2.el6ost.noarch openstack-packstack-puppet-2014.1.1-0.32.1.dev1209.el6ost.noarch puppet-3.6.2-1.el6.noarch I'll reprovision my system and recheck this again.

Update, reprovisioning system again Packstack completed successfully, without Heat errors. penstack-packstack-2014.1.1-0.34.dev1219.el6ost.noarch openstack-packstack-puppet-2014.1.1-0.34.dev1219.el6ost.noarch openstack-puppet-modules-2014.1-19.1.el6ost.noarch Should I close it as not a bug?
