This is a request to support downloading, storing, and lifecycle management of docker images.

Since this issue was entered in Red Hat Bugzilla, the release flag has been
set to ? to ensure that it is properly evaluated for this release.

This is available in Katello's upstream nightly builds.  Not ready for production but the general feature is ready for eyes on the feature.

Creating docker repo, syncing docker repos, publishing and promoting of docker repos was all successful.

VERIFIED With sat6.1-Beta-SNAP1

NOTE: This feature at-least works with the WEBUI

This bug is slated to be released with Satellite 6.1.
