Description of problem:
I ran rpm -ivh *.rpm on the rpms I downloaded. The command ran and 
did not report an error, but the rpms did not install. --nodpes 
didn't help. I had to use --force. Is this an rpm bug or something 
specific to the current release of APLAWS.

I'm using rpm 4.1. I could load the rpms for the previous release ok

aplaws2 december-1 release

How reproducible:
Always

Steps to Reproduce:
1. rpm -ivh *.rpm
2. rpm -qa | grep ccm

    

Actual Results:  no packages listed

Expected Results:  lots of packages listed
