Description of problem:
API call is made from ofi to foreman to seed the database. When the Subscription manager data is passed foreman throws Unprocessable entity OsParameter (id: new):

Version-Release number of selected component (if applicable):


How reproducible:
every time

Steps to Reproduce:
1. Run OFI and add subscription manager creds
2.
3.

Actual results:
422 error from foreman


Expected results:
successful seed.

Additional info:
Discussed this mhulan in irc, he pointed to an upstream bug
https://github.com/theforeman/foreman/pull/1567
that probably needs to be cherry picked into our foreman for a short term fix
