Description of problem:
If zanata.xml does not exist, pull failed even when supply with all required options.

zanata-maven-plugin 3.3.2

How reproducible:
Easy always

Steps to Reproduce:
1. mvn -B -e org.zanata:zanata-maven-plugin:pull -Dzanata.url=$ZANATA_URL -Dzanata.ussername=$ZANATA_USERNAME -Dzanata.key=$ZANATA_KEY -Dzanata.project=ibus-chewing -Dzanata.projectVersion=master -Dzanata.projectType=gettext -Dzanata.locales=zh-TW


Actual results:
[ERROR] Failed to execute goal org.zanata:zanata-maven-plugin:3.3.2:pull (default-cli) on project standalone-pom: Zanata mojo exception: Project must be specified -> [Help 1]


Expected results:
zh-TW Translation of ibus-chewing should be pulled as zh-TW.po
